Poste proposé : Cash and Markets Experts For Missions In Francophone Africa

CashCap is recruiting Cash and Markets Experts for missions in Francophone Africa
CashCap is looking for experts with regional experience and contextual understanding and an excellent command of French. Experience at national and subnational levels at the intersection of humanitarian CVA and Adaptive Social Protection would be an asset. The experts will work inter-agency, supporting the coordination structures at the national level.

Candidates have to be available to deploy from early January 2022.
NORCAP  is the Norwegian Refugee Council’s expert deployment mechanism. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis by deploying highly qualified women and men from its world leading standby rosters. The deployed experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.  Successful candidates will be placed in the CashCap roster
CASHCAP programme, part of NORCAP, deploys cash and market experts to contribute to the scale up and quality of Cash and Voucher Assistance in line with Grand Bargain commitments. CashCap deployments typically range from 6-12 months. The decision to have longer deployments or extend existing deployments is need and context specific.  
CashCap experts are deployed into inter-agency contexts or collaborative initiatives, but are hosted by one agency, who covers all admin and security related aspects of the deployment. CashCap deployments are very varied, as is expert operational reality when on mission.  A deployment may involve co-chairing a Cash Working Group with a UN, national government actor, or NGO partner, setting up technical task forces to elaborate joint assessments or supporting clusters at various levels to increase their CVA uptake
Job description  - Generic
CashCap is seeking to expand its programme capacity to be able to respond to steadily growing demand from partner organisations.  Deployment requests will usually vary across these areas: technical support and capacity building across a number of cash and market-s based programming areas, advocacy and coordination. Experts can be deployed nationally, regionally or at global level to support a specific sector or a collaborative initiative.
Roles and responsibilities when on deployment can include any and all of the following:   

  • Provide technical guidance and support to field teams, humanitarian partners and local authorities on cash and markets-related issues and activities to ensure programme quality, adherence to agreed standards, national policies, best practices and impact soundness in their implementation.  
  • Build strategic alliances with other key actors internally and externally to advocate for cash and markets -based programming and ensure continuity of advocacy efforts.  
  • Engage actively in multi-sectorial responses, facilitate capacity building of implementing partners and national authorities.  
  • Develop training modules, information, education and communication materials specific to the context and culture as required, and conduct training as required.  
  • Contribute to the development of technical guidelines, advise and support project planning, design and implementation, considering local context, and available technologies.  
  • Ensure monitoring mechanisms are in place and ensure data collection and reporting is carried out systematically.  
  • Include considerations of long-term sustainable solutions in all phases of planning and implementation.

Skills and Capabilities  
Candidates will be assessed according to the CashCap Programme Capability framework based on core CVA technical experience, interpersonal skills and personal qualities:
Essential  

Qualifications/Education level/Language level 

  • Minimum 5 years professional humanitarian experience 
  • Fully proficient in French; good working knowledge of English 
  • Proven CVA technical experience in 
  • Strategic planning and decision-making 
  • Programme design & quality 
  • Operational delivery  
  • Capacity development, including training and facilitation techniques 

Interpersonal skills

  • Proven experience in developing and maintaining collaborative relationships with a diverse range of stakeholders, influencing and advocacy 
  • Demonstrates effective communication and interpersonal skills, including representation, reporting, and information dissemination 

Personal qualities:

  • Ability to work in stressful situations and contexts 
  • Creative and analytical thinker 

Highly Desirable:
Operational experience with or academic background in one these areas: adaptive social protection and integration points with humanitarian CVA; advocacy
