Poste proposé : Education Specialist - Niamey, Niger

Norwegian Refugee Council is operating in Niger and Burkina as one mission since 2019. The organization has been in Burkina Faso until 2017 when it handed over its operations to other organizations. However, due to the ongoing crisis in Niger and Burkina Faso, the organization decided to bring its support to the numerous displaced populations and host communities in these countries.

Niger has been facing multiple crises and vulnerabilities (climatic, demographic, security and health) having dramatic consequences on the lives of populations whose humanitarian needs are increasing considerably and whose access to basic social services is seriously compromised. According to the Country Humanitarian Needs Assessment for 2021, an estimated 3.7 million people are in need of humanitarian assistance, including 51% women, 55% children and 4.2% children with disabilities. There are approximately 555,000 people in need of education and 1.4 million in need of protection.

In Niger, the Norwegian Refugee Council began its interventions in the Tillabery region in 2019. This intervention concerned the education sector where young people were supported for their empowerment. A multisector response is ongoing Maradi region. NRC's education response helps meet the needs of children and youth affected by the crisis and the challenges to have access to inclusive and quality education in a safe and protective learning environment.

Likewise, Burkina Faso is facing a multifaceted and complex crisis due to the increase in activities carried out by armed groups, inter-community tensions, chronic food and nutritional insecurity, floods and violent winds and finally to the health crisis linked to COVID-19, which seriously affects the education system. As of April 2021 Between February 2017 and April 2021, more than 1,218,754people were forced to flee their homes to seek refuge in other municipalities. Schools and educational staff remain the target of these groups hostile to Western education. As of December 05, 2020, approximately 2,169 schools were still closed, affecting 306,946 students and 12,075 teachers.

The Norwegian Refugee Council is seeking for a talented, motivated and qualified Education Specialist who will actively contribute to the development and implementation of the education program strategy in its operations in Niger and Burkina Faso. The candidate will strongly represent the organization on education issues.

1.Role and responsibilities:
The purpose of the Education Specialist position is technical development of the Education programme, strategic direction and quality assurance, the Education strategy and quality control. The Education Specialist is responsible for mentoring, train, capacity build staff on Education technical capacity.

 

The following is a brief description of the role :
Generic responsibilities:
These responsibilities are the same for all CC Specialist positions and cannot be modified:
1. Develop Education strategy, technical guidance and Macro LFA
2. Compliance with and adherence to NRC policies, guidance and procedures
3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
4. Identify trends technical standards and donor priorities
5. Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation
6. Provide technical direction and project implementation support
7. Ensure that key learnings are extracted from Education implementation, and incorporate them in the Education programme and staff development processes
8. Provide systematic training and build capacity of Education staff
9. Represent NRC in relevant forums/clusters, including with national authorities and donors
10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:
1) Identify country programme priorities, problems and challenges from an Education perspective and adopt a problem-solving approach, solving them in collaboration with other core competencies, support department, and senior management
2) Lead on Education assessment design and analysis
3) Support multi sector assessments and response designs
4) Assess and analyse context, identify constraints, opportunities, and priorities of the Education core competency
5) Identify, monitor and evaluate risks, constraints and technical issues related to implementation for timely action by relevant management authority
6) Enable and guide the mainstreaming of gender, protection and environment into the Education strategies and operational practices
7) Develop protection components within the Education core competency with particular attention to child protection
8) Develop Education programme components of the program with a particular attention to components related to youth programming
9) Lead on Education concept note, proposal and budget developments
10) Lead on Education narrative and financial donor reports
11) Support and contribute to multi sector proposal and budget developments
12) Support and contribute to multi sector donor reports, narrative and financial reporting
13) Liaise with relevant donors and representatives in collaboration with the Head of Programme
14) Support in the recruitment of Education staff and development of their work roles and responsibilities
15) Participate in and support relevant work streams promoted by NRC
16) Train and build Education staff capacity on technical procedures applied in PCM
17) Promote culture of shared learning within the Education core competency and across core competencies.

Critical interfaces:
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Programme development: Education Adviser (Region CWARA/HO Oslo)
  • Proposal development: Area Managers, Project Managers, CC Coordinators
  • Quality control/support: Area Managers, M&E, HoS
  • Capacity development: Project staff, Area Managers

Scale and scope of position:

  • Staff: Education Coordinator; Education Officers; Education assistants
  • Stakeholders: UN agencies, INGOs, local partners, civil society, governmental bodies
  • Budgets: Donor budgets as confirmed e.g. SIDA, NMFA, GFFO, UNHCR (AM is budget responsible, but monitoring required for the Education activities per area)
  • Information: Working with GORS, Agresso/budgeting tools, and Intranet
  • Legal or compliance: NRC terms of employment, NRC Security policy, NRC Code of Conduct

Competencies:

  • Valid driver’s license

 

Context/specific skills, knowledge and experience:

  • Experience working in the Sahel is preferred
  • Knowledge of the context in Burkina/Niger
  • Experience in implementation of education projects in emergency settings is preferred
  • Experience as a teacher or a trainer is preferred
  • Experience from protection and advocacy work within Education sector
  • Solid experience of managing and implementing Education related responses in both emergency and recovery contexts
  • High level of experience in programme management associated to education in emergencies, youth programming and accelerated education
  • Strong capacity in leading proposal development
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, UNICEF, NMFA, Sida, ECW, GFFO, BPRM…)
  • Advanced understanding and experience from Education monitoring and analysis with ability to devise and adapt tools to context
  • Experience from leading education sector assessments and analysis
  • Ability to work closely together with other field staff and across sectors
  • High level of communication, representation, flexibility, and negotiation skills
