Location: Burkina Faso, Burundi, Cote D’Ivoire, DRC, Ethiopia, Kenya, Mozambique, Nigeria, Niger, Tanzania, Togo, or Uganda
Summary of Role:
Technical Advisor Contraception and MNCH (Francophone) provides technical leadership in MNCH and contraception program areas by promoting evidence based best practices to achieve quality in health care.
With partnership and capacity development as guiding principles, collaborates with project and country teams, government, implementing partners and other stakeholders to provide technical leadership and support to program design, implementation and monitoring in order to deliver excellence and high quality, sustainable MNCH and contraception services that are client-centered and right-based and promote women’s agency and autonomy, and ensure project deliverables meet donor expectations and needs of intended populations and are based on state-of-the-art knowledge and practices.
Coordinates with in-country agencies and programs to ensure linkages and to identify opportunities for integration of SRHR services within broader health, educational, climate and other non-health interventions to meet project and client needs.
Assesses technical and training needs, reviews project workplans and reports, supports country-to-country working and contextually adapts evidence-based resources to develop training and other technical materials, and contributes to scaling up successful interventions and best practices in clinical and community settings that lead to increased access to MNCH services alongside, quality contraception, women's agency, and choice.
Key Responsibilities:
Strategic Technical Leadership:
- Provides strategic technical leadership and expertise to programs on the implementation of high-quality contraception and MNCH products and services at facility, community levels and through self-care.
- Leads in the development of or provide technical assistance in the global and country-specific approaches, tools and materials supporting tailored approaches for intended populations in Contraception/MNCH programs
- Builds on existing tools and develops or adapts innovative approaches to ensure the efficiency, quality, access, acceptability, and client centeredness of contraceptive and MNCH services
Program Design and Implementation:
- Contribute to the design, development, and implementation of innovative, effective, country appropriate high quality MNCH/contraception programming
Technical Assistance:
- Provides technical assistance to country offices, host- country governments, local partners, and other agencies to assess and meet needs using evidence and best practices in a contextual manner, develop contraception and MNCH standards and guidance, and/or support services that are responsive to the needs of intended groups
- Provides clinical guidance around MNCH and contraception to Pathfinder as needed
- Works with other technical teams to ensure best practices on contraception and MNCH services and service integration are well documented, evaluated and poised for scale up.
- Coaches and supports teams to optimize staff performance, programming, target setting and project workplan and scale-up.
External Representation:
- Represents Pathfinder International to external organizations and audiences at professional meetings and conferences as assigned.
- Liaises and coordinates with key stakeholders, including USAID country missions, other donors and USG agencies, and international and local partners such as Bureau for Global Health, World Health Organization, IBP, Align MNH, FP2030
Profil recherché pour le poste : Technical Advisor Contraception and MNCH (Francophone) Required Education and Work Experience:
- Clinical degree required: midwifery or related.
- Clinical experience as a nurse practitioner or midwife.
- Required: At least 7 years’ experience working in international development implementing MNCH and FP programs in low-income countries, with at least 5 years of multi-country experience, preferably in Francophone countries.
- Experience with USAID and Gates funded projects
- Experience in proposal development, project design and providing technical support to project teams
- Experience living or working in a low-income country
- Advanced knowledge of the public health systems in francophone countries in sub-Saharan Africa
- Deep knowledge of MNCH, contraception and sexual and reproductive health principles (client-centered, reproductive rights and justice, etc.) policies, practices, and services, including program strategies and indicators, and the latest technical updates and professional developments in SRHR.
- Proven skills in designing, implementing, and monitoring of MNCH and Contraception programs preferably those funded by USAID, WHO, or other donor organizations working in the health sector.
- Proven skills and expertise in providing TA in MNCH and FP/Contraception to project and country teams
- Proven engagement in regional SRHR related regional networks, platforms and forums as well as building relationships with other implementing partners, and government officials.
Preferred Competence and Work Experience:
- Clinical medical degree with specialization in maternal and newborn health.
- At least 10 years' experience in international development, implementing FP and MNCH programs in developing countries
- At least 10 years of global experience providing technical leadership to MNCH and FP programs, with at least 5 years multi-country experience supporting Francophone countries
- Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
- Languages: Proven writing and speaking skills in French and English
- Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills
- Commitment and passion for Sexual and Reproductive Health and rights, particularly contraception, gender equity, maternal, newborn and child health services, and eradication of harmful sociocultural norms.
- Self-Management and Teamwork: Ability to work independently and as a team player
- Extensive knowledge and experience in client-centeredness framework and quality improvement approaches, processes and tools
- Sufficient experience in advocacy including working with CSOs and other stakeholders to influence policy change.
